"Ro-ro" ferries like the Estonia would roll dangerously in heavy seas, however, the 1987 Heraled of Free Enterprise disaster only brought a couple of modest changes, the 1994 Estonia disaster proved that the "ro-ro" ferries were still unsafe.
On September 27 1994 the "ro-ro" ferry Estonia departed from Tallinn(the capital of Estonia)on a routine voyage to Stockholm, Sweden. At about 1:00 on the 28th a series of loud were heard from the bow section of the ship. A crew member was sent to investigate but he found nothing. Then, at about 1:15 am the bow visor broke free and water rushed into the car deck. The ship started transmitting distress calls but by 2:00 she was gone, taking with her 852 passengers and crew.
